Cette phrase qui n\u2019a rien d\u2019un slogan politique pourrait pourtant devenir sous peu le leitmotiv de la population indienne. En effet, le gouvernement Modi pr\u00e9voit une r\u00e9volution sanitaire, en hommage \u00e0 l’illustre Mahatma Gandhi, figure indienne de r\u00e9f\u00e9rence, qui consid\u00e9rait l\u2019hygi\u00e8ne comme une priorit\u00e9.<\/p>\n

\u00a0\u00ab\u00a0L\u2019assainissement est plus important que l\u2019ind\u00e9pendance\u00a0\u00bb<\/strong><\/p>\n

\"Cleaner<\/a><\/p>\n

Tr\u00e8s sensible \u00e0 la situation pitoyable en termes d\u2019hygi\u00e8ne des populations rurales indiennes, Gandhi r\u00eavait d\u00e9j\u00e0 d\u2019une Inde plus propre. Cependant, 67 ans apr\u00e8s l\u2019obtention de son Ind\u00e9pendance, le bilan sanitaire de l’Inde est bien m\u00e9diocre\u00a0: seuls 30% des m\u00e9nages ruraux ont acc\u00e8s \u00e0 des toilettes.<\/p>\n

Un hommage, donc, d\u2019autant plus que la date butoir est fix\u00e9e \u00e0 2019, ann\u00e9e o\u00f9 l\u2019on c\u00e9l\u00e8brera les 150 ans de la naissance de Gandhi, dit \u00ab\u00a0la grande \u00e2me\u00a0\u00bb.<\/p>\n

Cinq ans pour nettoyer le pays de fond en comble … Un projet ambitieux pour lequel les dirigeants n\u2019ont pas l\u00e9sin\u00e9 sur les moyens, puisque des milliers de millions d\u2019euros devraient \u00eatre investis dans ce ravalement de fa\u00e7ade int\u00e9gral.<\/p>\n

La mobilisation\u00a0<\/strong><\/p>\n

C\u2019est en juin 2014, lors de son discours au Parlement que le pr\u00e9sident indien Pranab Mukherjee mentionne cette volont\u00e9 d\u2019\u00a0\u00ab\u00a0assainir\u00a0\u00bb le territoire indien.<\/p>\n

Le gouvernement de Narendra Modi a plac\u00e9 ce projet au c\u0153ur de ses priorit\u00e9s en impulsant le\u00a0Swachh\u00a0Bharat Abhiyan<\/em>\u00a0, \u00e9norme chantier de nettoyage qui a d\u00e9but\u00e9 ce 2 octobre 2014.<\/p>\n

\u00ab\u00a0Modernit\u00e9\u00a0\u00bb \u00a0semble \u00e9galement constituer un des mots-cl\u00e9s de cette entreprise d\u2019envergure, qui s\u2019appuiera sur l\u2019utilisation massive du marketing et des r\u00e9seaux sociaux. Par exemple, une sorte de \u00ab\u00a0jeu-concours\u00a0\u00bb sera lanc\u00e9 \u00e0 l\u2019intention de la population. Les entreprises et les particuliers seront ainsi invit\u00e9s \u00e0 poster sur Facebook des photos \u00ab\u00a0avant-apr\u00e8s\u00a0\u00bb nettoyage d\u2019un m\u00eame lieu pour montrer les am\u00e9liorations effectu\u00e9es.<\/p>\n

Un bon coup de balais sur les pr\u00e9jug\u00e9s<\/strong><\/p>\n

Cette vulgarisation du nettoyage est une grande nouveaut\u00e9. En effet, \u00a0jusqu\u2019\u00e0 pr\u00e9sent, cette t\u00e2che incombait aux classes sociales et aux castes les moins \u00e9lev\u00e9es, et il \u00e9tait consid\u00e9r\u00e9 comme d\u00e9gradant pour les plus riches de se soucier de propret\u00e9. D\u2019o\u00f9 une progressive d\u00e9t\u00e9rioration des espaces publics, souvent admis dans l\u2019inconscient collectifs comme une poubelle \u00e0 ciel ouvert, voire des latrines g\u00e9antes (dans les milieux ruraux plus particuli\u00e8rement).<\/p>\n

L\u2019entreprise rev\u00eat donc \u00e9galement une dimension sociale, en essayant de mettre fin \u00e0 la marginalisation de toute une frange de population et la stigmatisation des travaux d\u2019assainissement.<\/p>\n

De plus, la participation de hauts fonctionnaires et de personnages c\u00e9l\u00e8bres comme le joueur de cricket Sachin Tendulkar constitue un encouragement majeur et un mod\u00e8le de premier ordre pour tous.<\/p>\n

L\u2019avis de Modi<\/strong><\/p>\n

Selon le premier ministre, le projet constitue une formidable opportunit\u00e9 en termes de croissance pour le pays. Il estime que propret\u00e9 et \u00e9conomie sont directement li\u00e9s. Ainsi, cette mission pourrait selon lui contribuer \u00e0 l\u2019augmentation du PIB, permettrait de fournir des emplois et de r\u00e9duire les co\u00fbts li\u00e9s \u00e0 la sant\u00e9.<\/p>\n

Modi estime aussi que l\u2019aboutissement de ce projet permettra de rendre la perception de la nation plus reluisante aux yeux de la communaut\u00e9 internationale et d\u2019accro\u00eetre le tourisme.<\/p>\n

Il incite les particuliers \u00e0 commencer par consacrer 100 heures chaque ann\u00e9e au nettoyage.<\/p>\n

Le gros du travail cependant consiste en la gestion des d\u00e9chets solides, estim\u00e9s \u00e0 130 000 tonnes par jour (soient environ 55 millions de tonnes par an) et \u00e0 celle des eaux us\u00e9es.<\/p>\n

De grands travaux sont pr\u00e9vus\u00a0: construction de sanitaires s\u00e9par\u00e9s pour filles et gar\u00e7ons dans toutes les \u00e9coles, toilettes publiques, r\u00e9novations, gestion des d\u00e9chets \u2026 Le gouvernement souhaite \u00e9galement \u00e9quiper tous les m\u00e9nages ruraux en eau et en WC.<\/p>\n

Une grande campagne de sensibilisation a \u00e9t\u00e9 impuls\u00e9e, en utilisation le support publicitaire et les r\u00e9seaux sociaux et en s\u2019appuyant sur la notori\u00e9t\u00e9 de personnages publics et de personnalit\u00e9s.<\/p>\n

Le gouvernement compte largement sur un changement des mentalit\u00e9s afin que chaque individu s\u2019implique pleinement dans cette entreprise.<\/p>\n

Les sanitaires ne sont pas une pr\u00e9occupation nouvelle en Inde, qui poss\u00e8de le Mus\u00e9e International des Toilettes de Sulabh, situ\u00e9 \u00e0 New Delhi. Ce mus\u00e9e existe depuis 1970, ann\u00e9e de sa cr\u00e9ation par le docteur Pathak, connu pour sa lutte en faveur de la salubrit\u00e9 publique.<\/p>\n

Celui-ci revisite toute l’histoire de l’hygi\u00e8ne en r\u00e9pertoriant\u00a0tous les mod\u00e8les de toilettes existant \u00e0 travers\u00a0le monde. Depuis le tr\u00f4ne \u00ab\u00a0double-fonction\u00a0\u00bb de\u00a0Louis XIV au mod\u00e8le imitant une machine \u00e0 laver en passant par des toilettes (fran\u00e7aises) en forme de livre, vous serez surpris de la cr\u00e9ativit\u00e9 et de l’imagination dont les hommes peuvent faire preuve !<\/p>\n
